PCDL-1000: Invalid Packet Format 34320

Symptom
When attempting to download data from the PCDL-1000 Count Recorder, you receive the error: "Invalid Packet Format 34320"
Cause
The Count Recorder's internal battery has expired.
Resolution
Replace the battery:
3.6V 750mAH Lithium
